SAF-T is Coming. We’re Ready – Are You?

Starting in January 2026, Bulgaria will begin the phased introduction of SAF-T (Standart Audit File for Tax) reporting, an important regulatory shift aimed at improving transparency, standardizing tax audits, and facilitating communication between companies and the National Revenue Agency (NRA).  

This change will affect thousands of businesses, and the time to start preparing is now.  

 

Who Will Be Affected and When? 

 

SAF-T in Bulgaria will be implemented in five stages, based on company size and financial thresholds: 

  • January 2026 – Very large enterprises (e.g., > BGN 300M revenue or BGN 3.5M tax liabilities) 

  • January 2027–2028 – Large and medium-sized businesses 

  • January 2029 – Small enterprises, regardless of size 

  • January 2030 – All VAT-registered entities 

Additionally, there is a 6-month grace period for companies newly subject to SAF-T requirements, during which files do not need to be submitted, and corrections are allowed without penalty. 

 

What Will SAF-T Reporting Include? 

 

Businesses will be required to submit structured reports on: 

  • General ledger and all accounting transactions 

  • Purchase and sales invoices 

  • Customer and supplier data 

  • Payments (incoming and outgoing) 

  • Fixed assets and inventories 

  • Tax and social security obligations 

Depending on the type of report, submissions will be monthly, annually, or on-demand.
